I just had a game with Vayne it was 31 min into the game.I was full build, lvl 17 .They had a talon who was equaly strong as me(same gold same items).He pressed ULT and pressed e on me Q DID 1879 DAMAGE, I HAD 1865 HEALTH. RIOT NEEDS TO FIX SOME SHIT Cuz i don't want talons flashing on me to one shot my ASS.

Talon is an assassin, it is expected that he can do something like this to squishy champs. When there is an assassin you have to take extra precautions. Positioning is really important against them, you need to be near someone who can peel for you. Play against their strengths: vision wards and scanners help against talon when he ults. If he engages on you and you can dodge/kite his burst then he is a sitting duck.

Talon = Assassin = Kills carries. Vayne = Carry. Ergo, Talon Kills Vaynes.

Talon can crit for so much only with IE - the same broken item that ADCs are abusing...
Yes it is normal. Did your "full build" include a defensive item (or two)? Because if Talon is equally as strong as you, you should know that he will out-burst you (as all assassins do), and build accordingly. If you built full damage, it's your own fault.
That sounds normal to me. Talon is an AD burst assassin. You are a squishy ADC. If he hits R, you die. End of story.
