Are you intentionally paired with bad people in promos?

Seems fairly unreasonable that every time I begin to rise in ELO, I'm immediately dealt a string of five games with awful people that send me rocketing back down the rankings. Usually it has me last pick and I end up filling support as well.

Is this intentional? Is there some kind of cost associated with Riot moving people up, that they want to keep you in a lower tier?

IIRC, yes actually. Since the idea is to test if you belong in the next rank, it slightly tips your MMR to make it harder. They do the same for Duos to compensate fore the fact that you'll probably have a better teamwork and communication for at least 2 of you.
