Why?

Is there any particular reason why it takes so long to find a match in pre lvl 30s? I've seen a few people get into games instantly or very quickly compared to me. (Looking through op.gg) but sometimes it takes me 3-8 minutes to find a game when I'm sure there are tons of low levels playing too.

Does it have to do with strength of connection or something else? Thx.
