Queue time

Why is it so long at lower levels or pre 30s???

Or at least for me? I've seen games where people are around my level and they get into a game and it's 6-8 minutes after their game has begun and I'm still in queue??? What? Those are also people who are close to my level pre 30s. It can't be something with location or connection can it? Either way it's kind of annoying imo.
