Riot, it's time to give Lucian some power back

You have to admit that you over-nerfed him quite a bit. He now does less damage in trades than other adcs who are supposed to be utility based (Sivir). It doesn't feel like he has an identity atm. He was once this powerful short-range, high-mobility lane bully, who scaled decently. You took away a lot of his early power, and mobility leaving us with a worse version of Graves, a character whose barely worth picking anymore.

Ways to buff Lucian:

Revert the passive nerf. I never thought it was needed in the first place.

Give his W some power back. There was a point where it actually did something besides proc his passive, it now doesn't even have an ad scaling anymore.

Remove the mana cost on his E, or make the cooldown a bit lower.

Give some damage back to his Q.
