"only adcs are picked" I don't think it's relevant, koreans are known for being unable to play non marksmen botlane. Unlike Hjarnman who can play Heimer, Morde, Brand, Vel'koz botlane, or sneaky who can play Viktor/Karthus botlane

The reason assassins don’t get played is because aftershock mid (Liss, Galio, Ryze) kinda dick them. And Casio is OP so she eats a ban. J

Actually yes, that is "fine". If you have the two options "can oneshot enemies" and "can oneshot enemies PLUS CC & waveclear" you won't take the first option. Assassins aren't weak, damage being too high is the problem.
Second part isn't true LB and Akali both have been very meta.
