Riot, are there any plans for the scaling CDR stat shard?

When it was first released on PBE, everyone was saying that it would be too weak, but you said it would be fine power wise.

Well, now no one ever takes it except tank supports because they dont need attack speed nor adaptive damage. Literally the ONLY other champ Ive seen using it is Vlad.

I think it just scales too slowly to feel good since you would never reach max CDR until level 18. Maybe you could make it finish scaling at level 9 or 10 or something like that.

10% cdr at lv18 is just worthless. if its going to be a late game cdr option then it should be 20% cdr at the minimum.

I'm scared if they admit that people don't get to 18 much, the rest of the game will be 'scaled up' over the course of a few months to match th enew 'end game' being 10.
