If you are playing someone who has a gapcloser like 
then you are forced to wait until 
uses her E to engage upon you before using your gapcloser and sticking to her like gum that's been chewed by an aardvark and seasoned with gorilla glue.
If you are playing someone who is a mage or is named 
then you proceed to pull down your pants and take a REALLY large dump on your enemy
If you are not playing either one of the champions mentioned above or playing someone who isn't a traditional toplaner(Ex:
) then you are going to be stuck either farming under tower while waiting for your jungler or stuck farming under tower until you can grab

If she is outdamaging to you even though you're sticking to her, you're either playing Braum or she's already fed.
Safely, because this game actually isn't about mashing champions against each other like a 7 year old's toys and action figures. Just safely farm and chill if a lane bully picks a good mathup against you. There are some champs that can even beat quinn in lane, and then outscale her.
Treat it like pantheon and just play like a bitch and try and grab what cs you can.
Beat her by playing her own ranged game.

my strat is to pick from the trinity of toplane melee champs who counter ranged cancer top 
or give in and pick . If i don't get a counter and am playing a tank i start cloth 4 pots, and accept im going to be down 30-40 cs by 20 min, and never use my tp unless im countering one of her roams or doing one of my own
edit: 
could theoretically be a great counter since he pushes really hard so she can't roam as much, has sustain and if he lands his e and w he can chunk her really hard without her being able to escape easily

Get a Doran's sheild after Corrupting pot or start with a shield. Play a matchup that is actually good against her 
etc. Simply play like a pussy and wait until you have your powerspike, for example:
level 3: E, W, Q, E away. 50% rage, E, W Auto, Q, Auto, E away.
level 9: Q to minion, E, W, auto, Ulti, auto, Ulti, auto, she gets away. Q to her or Q away.
If you are playing 
, etc. Then you are in for a tough time. But you can still just buy a bunch of defensive items and farm under tower. Request Jungle assistance, if you don't get any. Just keep farming and look for TP plays.
is a bully against matchups that are easy for her. But she can be outscaled as long as you don't feed her and if you do die once. Just play passive and you still will outscale.
you know the saying, "two birds, 1 stone" same concept applies. If she goes into try and trade you post 6, press R and win. Plus your Q takes a quarter of her movement speed and gives it to you.
I heard that Nautilus and poppy are good counters to her. All you need is an ap tank with good sustain.
the ONLY champion i ever feel like playing into quinn top. what silly about quinn is that her E isn't interrupted or even triggers the knockup of rammus q.
whats that skippy? she is about to land a enhanced AA on you? but you really want that cannon minion? dont worry just activate your built in thornmail and watch as she does more damage to herself then you. buy bami cinder then rush a thornmail and then watch as she would have to kill herself before she is able to ever EVER kill you
no but really like with rammus if you ever want farm just walk up to her wave and the moment she tries to AA you just press W. a smart quinn will stop AA allowing you to get some farm and then you just back up wait for it to be off CD again and once again get farm. plus rammus hard counters quinn in team fights
