AzuBK - Summoner Stats - League of Legends

Snowball items ( Occult, Mejai's) have been forbidden since aram was a custom game mode back in 2010. If aram was invented in 2018, do you honestly think snowball runes would not be treated the same way as snowball items? Disabling 3 runes that breaks the game mode might be a pretty smart thing. A few players in a custom games can figure that out, can a billion dollar company?

Same reason Mejai's would be a big deal in aram. Since aram is constant teamfighting, those runes gets 5 times stronger than they would be on SR. My last aram game ended with 59 takedowns, while the game before that was 44 takedowns. You can see that you gain significantly more return on those runes than you would in Summoner's Rift, and that they break the game when enabled.

Triumph and Presence of Mind function very differently from Mejai's.

One is a lot of AP stacked for basically free. The others are some extra gold and restoration.

A fully stacked Mejai's is only 13 less AP than a single Rabadon's unto itself (120 AP+40% from passive), for only about 40% of the price. And it'll be stacked basically all the time.

You forgot to mention that Triumph and PoM is one minor rune slot, while Mejai's is 1400 gold.

Yes. A rune slot. The baseline of power for a champion, something that cannot be changed at any point in the game.

And if it's a secondary tree, you pull away the potential for five other runes.

Directly comparing Mejai's to Triumph doesn't work because, as you pointed out, they're part of two different systems. As such, you need to compare them to other options within the same system. Mejai's would be problematic because it'd be vastly more effective/efficient than Deathcap, a competing item. Meanwhile, Triumph and Presence of Mind are problematic because they seem vastly more effective/efficient than competing rune options.
