Dynamic Queue: NEEDS TO BE CHANGED

Is it just me, or does Dynamic Queue SUCK? I have been waiting 30 minutes now for one match, and still not in one. This is because ignorant people are thinking they can chose a quick ban, or afk the countdown, just to have the queue re loaded. RIOT Needs to fix this, so that people can just AFK the count down, or 45 minute ban the noobs who can't read and give them a nice paragraph in front of their face explaining why they were banned, and what they need to do NEXT TIME IN THEIR QUEUE. Cause for real... this is stupid. I have been in three queues typing this complaint.
