Please do match people based on RANKED MMR not a SEPARATE one just for normals. I don't want to have any lower division in my team, neither in enemy team, when playing normals. I just want to fight against people on the same tier as me, in a CASUAL mode, not competitive.

If you get lower division people on your team , then you already have your casual matches . It doesn't get better than this .
Just win normal games, then you will eventually reach that mmr for normals as well.
