She's currently one of the highest win rate ADC's with very respectable play rates.

Why exactly does she need a buff?

Sivir is bonkers strong as it is, borderline overtuned.

Remember this is the same balance team that buffed the already strong Lucian before Worlds and hasn't touched him since.
