She should not be buffed until such changes have happened in my opinion.

Zoe has a 45% winrate. They're buffing her because she's underpowered, even though she's not fun to play against.

Why. Why would they go in THAT direction? Why not nerf the damage increase in favor of ratio increases or something? This just makes her E into Q combo a nuke again with little to no AP bought. I feel like the philosophy they have for how damage should go through defenses was fine BEFORE they decided to say, "Oh, lets make and give more champs access to true damage to make any type of defensive counterplay worthless." Why do you think before this season Fiora was revered as cancer? Or Vayne. Makes you wonder why that type of true damage should take up most of their power budget and make adding power to their already suffering kits to fix their power be pretty much impossible without breaking them entirely.
