@Riot, How does a Dark Seer-esque champion sound?

Or at least, half of him. Specifically, a champion who focuses on an ability like Ion Shell and probably one like Surge; I'm aware that Mordekaiser already has an ability similar to Ion Shell, but at the same time his ability to toss it on allies prevents if from being highly damaging as if it was, it'd be a hilariously easy way to completely dominate the lane versus anyone without ranged farming. So, I was more wondering if you've considered a champion that relies on a self-buff that's basically a low-range temporary damage aura, and a huge movement speed boost to help keep them on their target. I think such a kit could make the basis of a fun and different AP fighter; what do you think?

I'm aware that the role of someone who just runs around dealing a lot of damage over time is already taken by Singed, but I think the concept could still be made different enough by changing some of the more important traits, such as not actually making the champion all that tanky and making it so that the ability actually has a pretty poor up time; could make them a non-support utility mage that alternates between running through and sticking to the enemy team and help their team with movement speed boosts and such based on their damage ability's cooldown.
