I think empowered minions in nexus blitz is overpowered when you get rift herald you've basically won the game if everyone on the enemy team isn't fed of course.

empowered minions? you mean baron buff or blitzcrank ones? if thats what you mean then yes they should get rid of it especially because of that blitzcrank emote they spam. towers should only have the rocket grab buff personal opinion
