Can draven effectively freeze lane?

Every game I have draven as ADC he is constantly inside enemy tower pushing like crazy (and in my elo also not warding because obviously wards are useless). I had maybe few draven games so I know how it works (adoration stacks and spinning axes) and I wonder if he can at least manage wave to be in the middle of lane without losing spinning axes. Maybe thats how good draven works and he is supposed to push constantly, I dont know enlighten me please.

He can, if he is lucky and everytime a minion is low. But he is like Tristana, he can freeze a lane, but if he doesn't want to lose Axes, he will push the lane.

He cannot. First, he needs to keep his spinning axes going so he doesn't have to spend mana on them. Second, he needs to be harassing the enemy champions, which will inherently push the lane.

Draven actually has an easier time than many adc's freezing lane b/c of his Q's high single target damage being good at last hitting, and the fall-off time for his axes is not long enough that there would still be another minion to last hit. That said many draven players have the same mentality yasuo has of pushing and harrasing the enemy under turret

Yes he can freeze a lane but poor Dravens are unable too because they think they need to stack axes every second of every moment.
