Off-Meta junglers, any ranged poke/burst mages that can play jg and mid lane?
I know Zyra and Nidalee can play jg and mid, but are there any more? like mayb Heimerdinger, or Vladmir?

they're not played because they have major flaws and weaknesses, not that they aren't capable of clearing and staying alive in their own jungle, its just what they offer as a jungler is either not enough, or nowhere near useful to the team. because you dont need 4 squishy targets ever.
its the exact reasoning behind twitch jungle, sure you can cheese out some early game ganks or just "surprise" wherever you want, but at the end of the day you have 2 adcs and no initiation.
