Is URF live on EUNE ?

I'm right now at school and we want to go to Internet cafe with a friend to play URF but I don't know If URF is up yet in EUNE, I read somewhere that LoL HQ are 19 hours behind so we might have to wait till 29th to play it, but I'm not sure whether to believe that or not, so please If anyone played or knows If URF is up tell me.

Last time they launched urf at 5:00 PM so yeah . Maybe in a few hours from now (BUT NOT 12)
