Possible change to Yasuo Q?

While sitting down and thinking about the illogical-ness of league, i thought about Yas's charged up Q, and how he doesn't have to use any type of resource to make a tornado appear, while janna does, so i thought "What if Yas's tornado needed a full bar of flow, and took half (cos there's a line in the middle and it doesn't really need to be there), and when he didn't have enough flow, it'd just be a normal Q that knocks everything hit by it up". Just a little brainchild i thought wasn't half bad and should share before i forget about it
