Can't Secure Kills in lane

Recently I went on a huge lose streak. Most of these streaks either started when i did really well, but failed to carry. Or I fed really hard, and I drag my team. The only commonality between the two is that I find it extremely hard to secure kills. Yasuo vs Fizz, I played hyper aggressive, and he would always escape with 40 health. Ahri that I poke a heimer to 80 health, but yet at level 6 i am still scared to all in and secure kill. I dont know how to secure kills, and usually even to poke them, I have to land hard cc, and that is not enough....

Please tell me how to secure kills..

it all depends on the situation, and in a lot of cases, you don't even need to get the kill the first time you win the fight to get an advantage (like getting cs or getting them really low if they stay).

if they stay, you have a chance at killing them and if they leave, you get ahead in cs which means more gold which means you do better next time you fight.
