IP gains to small for what's necessary?

I not sure if this is the place to ask but I don't understand something.

There are over 125 champions in the game, mostly being above 1350 IP. Each win gives ~100 ip and each loss between 50-70. Runes themselves cost between 250-2000 depending on what runes you get. You likely don't need more than 2 rune pages but assuming you want to be efficient as possible, you would likely need 5-6 total (AD, AP, Marksman, Jungle, Support, and maybe a specialized rune page than combines multiple aspects) which are 6300 IP each.

So a player has to go through blind pick and play with no runes, no masteries, a random champ pool where the player is not even guaranteed the champ he wants to play in champ select, experience teammates who might leave the game because they died once or don't think they'll win, get stuck with a champion on a gimped team that's likely to lose; BUT ASSUMING THEY WIN ANYWAY, get at best 110 IP, nonstop for the next several weeks. This is so said player can get 15 champions, 2 filled rune pages at least, LEAST, masteries so their champ can be effective in the game and deal with people who in all likelihood don't give a crap.

What's wrong with increasing the overall IP gain by 2x/3x the amount so people can at least feel like they're getting some value out of their games, rather than relentlessly grind games just to get a decent everything AND hope the team wins? Then if people start getting too much IP from having all the runes, rune pages and champions, convert sink the IP into some temporary once-a-game item like a death animation or ward.
