Gangplanks ult was buffed to be much more consistent after his rework. His ult is now extremely powerful in pro games as they can coordinate ganks with his ult. A jungler popping out of a bush followed by a GP ult between you and your turret leaves zero counterplay to the gank. This rarely happens in soloq for 99.9% of players, but high elo koreans and in pro matches it does happen and gets GP put on the ban list still.

My suggestion is to change GP's ult to be a TF / Pantheon sized range for its first couple ranks and scale up to be global by rank 3, when it cant be used to make surefire snowball games anymore. A GP going MIA from lane would give a warning for people to play around that a GP ult might be on the way. This will leave GP with the ability to ult himself under his tower if he is being dove (a common strat vs weak early game GP). This would finally get GP out of the meta in high elo Korean games.

I like GP a lot and would hate to see Gp give up more power from the fun part of his kit in the form of damage nerfs, I want to be able to fight people a little bit as the pirate, not just be an ult bot. I feel a lot better about making barrel plays and hit and run attacks vs people than I do plopping an ult on a gank on the other side of the map. Let GP retain his strength when he is in the area, and reduce his global power a little bit.

A potential consequence of that is that Gangplank will end up going mid lane rather than top lane. Several Pro players already do, and a limited range means that they would want the area of coverage that the mid lane would provide.

Honestly, I think the pressure that his ult gives, is plenty gated by the length of it's CD.
