Riot, when are you fixing Quinn's passive?

She's in deep need of some QOL changes, but I believe her most noticeable bug is the way her passive and e work. When your passive is locked into a target and you proc it and e right after the passive from e won't apply. Also, sometimes when your passive is locked into an enemy champion and you e into another target, the passive will remain on the enemy champion and not in the taget you e to. Because of this she's loosing a noticeable amount of damage that can turn around a fight.
