Can't change client's language anymore

I play on Lan server due to ping issues. I always changed the clients language on the locale folder, but after this patch when I change es_mx to en_us and then open the client, it will automatically change to spanish again. This never happend before it stated after this patch. Is anyone else having this problem? is there way to fix it?

Going through the same... I wish I could play in NA but the ping is ridiculous. 170 one game, 90 another... when I have a constant 39 on LAN.
