I gain 26 lp and only lose 15lp- why is that? What decides how much you win or lose?

whenever i play, if im not in gold 3+ i get like 30+IP and only lose single digit or somewhere like 10-12
You are a bronze 4 winning vs bronze 3 - bronze 2s. Since you keep winning vs higher ranked players, your LP gains are higher so that you get to your actual skill level quicker.
Basically, winning vs. higher ranked opponents = More lp gain, less lp loss, while winning vs lower ranked players (such as bronze 5s) would be something like +14 / -16. If your MMR is high enough, you can skip divisions, for example you can go from b4 100lp to b2, skipping b3 entirely.
