Have enough IP? If you have enough, then you can contact Riot support.

let say i have 20809 ip b4 buying the first 5.. i start buying 9 but wont let me.. i buy them one by one instead.. then when i hit the 6th purchase i keep getting a error coz it max.

you can choose up to 9 marks but rito only allows you to buy 5 of it.. or else you get error..

I heard somewhere that there's a cap on how many runes you can get, and it makes it impossible to get all of them. This might be the case.

I'm certain there's a cap, unless Riot took it out. Those looking for a full rune collection in the past (4 years ago) had this problem. Maybe it's still here, and if so you are done for my friend. Shame it had to be those marks, they are really good runes.
