I just spent about 20k on flat health runes and quints and some cdr starting most games with about 900 hp to start. I was wondering what champions could use this to the best advantage. I own all champions.
For starters, Any champ that can abuse grasp of the undying.

wouldn't be one, as late game he is a super tanky walking fortress and scales much better with Strength of the Ages. His broken kit already allows him to outtrade like all toplaners during lane
biggest abusers of grasp tbh- 
Aside from that, if your lane is a struggle for you to survive (got countered, etc, the flat healths and deathfire grasp will help you a lot in the early game, and early game leads to late game.
