IQ. Heimerdinger's scaling with it is extremely high. The less IQ Heimy's opponent has, the more damage he does to them.

It is indeed funny seeing noobs trying to deal with Heimerdinger and dive right into his 3 turrets while his E is available. But against smart opponents he isn't all that good.

He is also pretty easy to counter if you have a brain. Syndra makes every Heimerdinger player cry.

Heimer and Teemo have a hidden passive. !00% more of a chance to get ganked and 100% less of a chance to live against anyone with a gap closer. Thus they are bad champs

Strange, cause I just played 2 games as Heimer where I got ganked and literally killed both enemies and getting out alive, because they ignored the fact that my turrets were pounding them. And I had all my abilities off cooldown.

A skilled Heimer expects and welcomes ganks. Outside of very high elo, he will almost always kill at least one if not both of the enemies once he is level 6. And once he gets an hourglass, ganking him becomes a team effort.
