Proposed Taric Rework

I feel as if Taric has been a champ who is thematically off and functionally boring. Taric has no real combo potential and boasts one of the lowest damage outputs in the entire game. Taric is supposed to be a Gem Knight, not just a truly outrageous gem freak, so I would like his skills to reflect the Knight part just a little bit. The changes I would like to make would add more Knight like aspects to him while also keeping the gem feel that makes Taric so unique. I would like to change Shatter and make it into Tarics new passive, turn his stun into a taunt. change his heal mechanic, and add a blind to his ult. I'm not good with numbers so I'll throw in numbers based of his current scaling and see what happens from there. Any and all input is welcome, as I have said I am new to the forums and don't know the proper proceedings for these things.

PASSIVE - Crystal Field: Taric's crystal aura reduces damage dealt to allied champions near him by 2/5/7/10 (+10% of Taric's armor) passive up at level 6/11/16

Q - Bloodstone: (750 range) Cost 60/80/100/120/140 mana CD 16/15/14/13/12 seconds Passive: Every time Taric takes damage from an enemy champion he gains one stack of Blood Tribute (Max 5) Active: Consume all Blood Tribute stacks, Taric heals target other ally for 50/75/100/125/150 + (40% AP) For each stack consumed Taric's Base heal is increased by 20% OR Active: Taric damages target enemy for 30/60/80/100/120 + (35% AP) magic damage for each stack consumed Taric's Base damage is increased by 20% Taric is Healed for 50% of the Damage or allied heal on skill cast

W - Commanding Charge: (400 range) Cost 35 mana, CD 11/10/9/8/7 Taric dashes forward slamming his hammer upon arrival dealing 40/80/120/160/200 (+ 20% AP) magic damage in a 375 AOE If Taric hits an enemy with this skill, he gains a stack of Blood Tribute

E - Knights Challange: (550 range) cost: 80 mana CD 20/18.5/17/15.5/14 Taric issues a challenge to target enemy taunting them for 1/1.3/1.6/1.9/2.2 seconds and increases Taric's Armor by 15/20/25/30/35 for 5 seconds

R - Blinding Radiance: (500 range) cost: 100 mana CD 90/80/70 sec Taric's Gems radiate with the sun casting such a bright glare dealing 100/150/200 + (45% AP) magic damage and blinding all foes for .75/1/1.25 second upon activation. If an enemy is currently under Knight's Challenge, it is stunned for the Duration instead.
