Fizz Nerf Against Katarina

Since now fizz will rely on his ult to kill another champions. Does this mean he has to decide to use his E for full on burst or use it to dodge kats ult? I'm not too sure about this topic but i just have to know. Because im not sure if i want to play fizz anymore if he relys so much on his ult now.
