Can Raka double use buff from Q on Heal?

I've recently started playing Soraka a bunch and was wondering about an interaction between her Q, Starcall and W, Astral Infusion (known as Heal).

The facts: "If Starcall hits a champion Soraka gains Rejuvenation for 4 seconds." This buff gives you health and some extra move speed. Astral Infusion's tool tip says that **"If cast while affected by Rejuvenation, Soraka will grant her target its **(Rejuvenation's) **benefits." **This makes your heals pack more punch and you also give your ally a short move speed buff.

The Question: If you land Starcall on an enemy champ, heal someone then, due to your high CDR and the duration of the Rejuvenation buff, heal them again while still under the same Rejuvenation buff. Will Rejuvenation trigger on the ally a second time?

Observations: From what I have seen in a few games, this is not true. But I may have been mistaken.

To The Community: So did I get my obsevations wrong? Is this a bug? Do you think it should be able to be used a second time? Rito, could you clarify how this situation works?
