Setting the ADC or a Laner behind

I have played a game where I was ADC and fell far behind my own team even with our top laner afking in the middle of the game. Our jungler and support kept taking cs when I needed to catch up and I even mentioned to leave some for me to I could. Our Jungler was nice enough to help by giving some camps, but the support kept taking all of the cs. I was 4 levels behind the entire team at almost 20 minutes into the game, getting at least 4 cs every 2 minutes since our support would not stop. At the end I had about 130 cs, our Jungler had close if not more than 300 cs (as much as I hated them taking it they helped the team out. They got the most kills from ganks but would take cs regardless of getting kills.), and our Support had almost 100 cs without relic shield. Meanwhile our Top laner (ganked bot once before afking over lag, they intentionally protobelted the waves for all the cs) had over 100 cs before afking, and our mid laner had close if not more than 150 cs. I understand its a kind thing to leave the CS alone if a Jungler gets the kills unless you're trying to push the wave early game for first tower, but when the entire team comes in while I am trying to catch up and takes all of the cs, then its just setting me further behind. At 20 minutes if no one took CS I could have had well over 150 CS, but at 20 I was lv 11 with 94 CS for 4 minutes before getting more cs due to this team taking the entire wave I was in the middle of clearing. Can there be a fix to help people that get set behind due to Junglers or other laners coming in and taking the CS that was currently being farmed? I am almost positive there are many others who have had this issue where they have lost gold due to teammates wanting to take it for themselves.
