Why's it not stacking am I doing something wrong? I should've have 3-4 stacks but it's showing up as one. I chose to ult a champ, got the kill but it didn't move.

Ulting a champ has little to do with getting stacks, it's the marked target that you get a stack from.

I'm guessing you did mean marking and not ulting though, in which case, how much time between marking and killing is there? Theres an 8 second delay before the target is actually marked, so you might be killing a champ before they're actually marked.

Additionally, killing someone with a mark consumes the mark, and you can't mark the same champ a second time for 4 minutes, so you may be killing your old marked target multiple times but only getting credit for the first kill since you didn't realise the mark was used up.

I did mean marking when I said ulting, sorry about that. I did mark them pretty close upon their death.

There is a wind up period after marking. You can't mark just before someone dies. You have to mark, wait a bit, the mark then goes active, then you can kill them.
