Why does Rengar's Q need to have so much cast time?

As Graves i can literally E bounce my Q off the wall and Ult before he finishes his Q animation..

I know generally its not a good argument to compare apples to oranges but seriously wtf.. This "delayed burst" thing is bull. Give Rengar a new Q already.. its been a year.
