Runes?

Sorry if I sound like a noob but I'm starting to make rune pages as I just reached level 30. I've noticed that it takes a really long time to get a full rune page (I only want tier 3 since it would be better long-term) as I am still working on my AD reds for my AD mastery page. Am I making these runes harder to obtain than they normally are or does it normally take this long to get them? Also, is there any way (other than IP boosts) to get them faster?
