How is Sivir E supposed to work with Thresh Q?

Sivir's E is supposed to completely nullify Thresh's Q and make it disappear. So you cannot use Thresh's Q second cast to pull yourself to her.

I've been playing Sivir for some time now, and it worked like that until recently. The initial pull is blocked but he is still able to recast. Where do I complain 'bout this?

Pretty sure that's just a feature and not a bug because you are blocking CC

Hmm. Riot did change Spell Shield to ONLY block one spell now recently, not every spell if they are able to hit the spell shield in the same 0.1 second window. I'm not sure if this actually changed other interactions of 2 part abilities but try to report this issue on "Report a Bug" boards.

Hmm, my guess is to upload it to any file sharing site and just link it to them to download and view. If your computer has the capability to make highlights from replay files (good enough to not have choppy FPS while recording), you can do so from the replay itself. The file is being saved as .webm format anyway so they aren't big as .avi or .mp4 files.
