Pantheon is the noobtube of bruisers. Leblanc is teaches you how not to give a fuck about allies.
Pantheon just got nerfed slightly in 6.5. not saying he isn't viable anymore, it's just that his kit doesn't really fit in the meta right now. meanwhile leblanc is and will always be a huge lane bully with little to no counter. so for now, id say go for her. but keep pantheon in mind, he is still kinda strong.
It really depends on your playstyle. Do you prefer bursty squish mages with fuck tons of escapes? Or a bruiser that can damn near 1v4 and live
