Buff exhuast back to how it was

I think exhaust should be buffed back to how it was, but in order for it to take full effect it should have the added debuffs if there is another enemy champ around within a certain amount of units. This allows it to still be effective in bot lane but still not highly encouraged to take it into the single lanes. The main priority for the exhaust nerf was because it was too strong mid lane and as a result supports got punished too for no reason.
