Solo Queue Trolls

Is anybody else tired of getting punished for trying to do the right thing in champion select? People in ranked should not be punished because their teammate decides to grief, troll, and lose the game. People shouldn't have to dodge in ranked champ select because someone is flaming and cannot fill for any lane so they just decide to steal someone else's lane and make everyone miserable. In a recent /All Chat episode, the rioters agreed that you should know at least three champions in three roles before playing ranked. Yet there are people who are allowed to punish their teammates by forcing dodges, trolling, stealing lanes, griefing, etc. Is there any way that a punishment system or at least a system to deter trolls/griefers can be implemented?
