Are Support Allow to Counter Jungling?

Well I just finish a game where I was the jungler and the enemy support was a Shaco. The Shaco counter jungling me while his team jungler was doing something. He did good by almost killing me or killing me and stealing my camps, he also went to gank lane. He did the best on the enemy team but their adc said to report him in all chat. So my question is this reportable because he was trying to win and his adc didn't want to 1 v 2 and so the adc gave up?

I don't know why players seem to think they are ingame moderators all of a sudden and that players should play their way.

IMO the enemy team lost that game and just wanted someone as a scapegoat to blame their loss on. It's a ridiculous thing but happens in literally every game.

We're losing! Oh it's shaco's fault.

If I was that ADC in a 1v2 I'd just stack blades and get a static shiv or max out my cooldown.

I legit had a case where I played a game with a double jungle, effectively putting me in a 2v1 bot lane. What did I do? I said nothing. I trusted whatever would happen and while playing pushed in, I just went a different build route and gauged my opponent's aggression. Nobody called out to report (heck there was barely any conversation) and I wasn't really upset.

A lot of players will just flip out when they can't play the game to what they know. And often, those are the kind of players who will throw shade at unconventional stuff without allowing reasoning.

I've invaded on my own whilst warding sometimes since no one sees it coming. Then there was that one time I was against a legendary smite Thresh jungle support who kicked my butt.

Double Jungle is a viable strategy to use. It is allowed.

if the team didnt agree to him playing shaco and had a negative experience, then yes it is reportable. If the team is fine with it then it isnt reportable

I do not counterjungle as a support, as I much prefer to protect my ADC at all costs. :)

Roaming supports are common, and usually bad for their ADC. Supports have to know when they can safely roam, which also depends on their ADC.
