1v1 a tower with no minions and was able to heal off it the tower when it was nearly full hp and was in no way going to be able to kill him.....sooooo the buffs to much?

Xin could always go against nexus turrets and heal off of AA on the turret...
Only thing making xin powerful is the item. I don't think they touched him personally
This is just what happens when champions that are fine get buffs. When something is nearly balanced any buff will shift it over the edge.
Honestly the heal ratio and early game cooldown change for charge would of been more than enough. The bonus crit damage on every third hit just pushed it to downright broken.
I mean most of the xin zhao mains with over 100 ranked games on him this season already had around a 50 - 63% win rate before the patch. The majority of these are high gold to platinum ranked. Which would imply when mastered he was already a strong to viable pick at least up until plat / low diamond elo.
The buffs are overexaggerated....he gets an extra 20 heal off third attack. He is finally viable. If you don't have any CC on your team he will truck you. Treat him as master yi...focus him/CC him and profit$$$.
