Can we fix the constant dodging in ranked?

Every single time I queue for ranked, it takes about 4-5 lobbies to finally get into game cause of how many people dodge. Just today I got mid twice (my main role) back to back and I was first/second pick. But I didn't get to play those games, no not at all. People dodged in both lobbiesand I got autofilled back to back as an ADC and JG. I have kinda given up hope on climbing in ranked since I can't even get my main role. Note: Things like this occur way too often, this is just what happened today for me

Edit: I've come up with a solution to the problem I've brought up. I think one good way to prevent people from dodging would be by offering autofill protection for not dodging for a certain amount of games. Obviously autofill protection wouldn't be given out ALL the time, but it could definitely encourage a few people not to dodge. Another idea would be something I see all the time on the boards, about reporting in the lobby, I think that could also work.
