He sure as hell counters ADCs. No matter how many anti-tank items I build he'll still 1v1 me with only Thornmail and Tabis.
As far as I'm aware, he still does.
His W basically gives him 100% bonus total armor AND 50% bonus total magic resist, covering not just AD auto attack damage, but on-hit magic damage as well (looking at you, Irelia and Jax).
His reflect passive synergizes with his W since it scales off his total armor, and has its damage further boosted while its active.
Rammus is probably the single best user of Thornmail in the entire game, with his passive and W scaling with Thornmail's armor, and Thornmail's passive scaling with Rammus' own W.
Rammus also has one of the best armor scalings in the game, and is one of the top 5 Champions with highest armor (109) at level 18.
Literally the only two champions I can think of that can actually brute force a Rammus to death through his W and Thornmail is Master Yi (flat and % AD true damage from his E; on-hit build with Rageblade and Bloodrazor) and Jax (basically meant to 1 v 1 anyone in the late game).

Because people that do true damage apparently do nothing but true damage, despite this being nothing like reality for anyone but Yasuo and Rageblade Yi.

If your statement was true, that would be insane. Its not, though, and it just makes you look like a less than decent thinker. Lol.
I mean it's not that he is countered by every AD champion, but the ones using conqueror definitely shit on him super hard. Honestly these days when I play Rammus I am happier when I see full AP team rather than Yi jungle, Yasuo mid and Irelia top because that means I get to live more than 2 seconds in teamfights.

Being a counter to AD doesnt mean u autowin and btw i dont rly think rammus is suposed to counter an adc lategame or a bruiser in 1v1 he does his work but his kit is kinda ''xd''imo but i dont rly know much about the champ.

no he isnt? unless you count yi anyway who he still actually counters, guessing this is a qq post about conqueror and if so you should probably take into account that conqueror is still countered by armor because conquerors true dmg is a % of how much your auto is doing to them, if your autos are at a base level doing 50 dmg conqueror is barely doing any true dmg because its true dmg is dependant on how much your autos are doing to begin with
This post is simply not true. What you should be complaining about is the abundance of mages and their ridiculous DPH, DPS and zone control (CC) which outright make Rammus useless besides a taunt bot that runs in, taunts someone and then dies to the mage(s).
Conqueror and AD orientated champs are the least of his worries. For the most part he still counters them outside of champs that deal an insane amount of true damage (such as Vayne) or a champion such as Jax who deals too much damage in general (not just because of Conqueror).
