Is there any reason why we don't have Magic Penetration Seals?

We have MP Marks, MP Glyphs, and MP Quintessences but no MP Seals. I know everyone has different builds and preferences but I like experimenting and this is for completion/having a full set. Right now I just have ability power per level seals as a replacement but It wouldn't hurt to have a full magic penetration rune page.

Also seeing as there are a lot of magic resist + bonus stats items, I think it would be helpful to add MP Seals.

I know that we don't have Armor Pen. Seals and Glyphs, but I think it's fine seeing as we have tons of Armor Pen. items anyway.

The same reason you dont have attack speed seals.

Seals are made for defense.
