Can you make cc get delayed until a non interruptible dash ends?

So, for example, a talon E if he gets stunned mid-air he doesn't get his jump canceled so if for example, a Xerath stuns him at close range mid-air he pretty much didn't do anything because it would expire before talon lands

Also the same for Sejuani's E if she is rooted mid air she doesn't stop static but continues and the dash is a little bit slow so it can take a huge portion of a root if it hit her mid-air

What I want is that if she is hit mid-air the root would start when she arrives at the destination instead of starting right away

Thoughts?

I'd prefer they just make every hard CC ground the target, forcing them to stop mid-dash.

Maybe you could hold off on casting that CC until your opponent's dash is over?

Tbh I don't agree with this, ccs duration should start at the point of contact cause that's when it hits. Think of these in terms of inertia, if you bound midway through a Calvary (or boar) charge your gunna keep going for a bit. Though if talon hasn't got to the top of the wall his ass should fall down to the side of the wall he was on cause of much the same logic.

Exemptions should be most ultimate abilities that are unstoppable now such as malph ult and Virginia ult.

Actually, what happens (depending on the cc) they get stopped mid air (for example, talon jumping and lissandra ulting him. He will be frozen mid jump). So there are some dashes that are stopped mid way.
