No, it cannot. Bruisers are notable for being melee, having little to no CC, but high damage and decent defensive stats, and relatively low mobility. The very core of their class is an anathema to the support role, and I don't believe the two extremes can be made to coexist in the same champion. You'd basically be making a tank support with high damage if you tried to make a bruiser support.
