Why did garen get a 25% armor pen buff on his e but azir cant get some decent buffs ????

a) because garen is complete ass right now, and buffing him is a very low risk in general. apparantly he has actually been rated the worst champion in the game recently when you measure each champion played by his mains against each other, which i honestly didnt expect and is kindof sad.
you have to realize this include champions like urgot and the current azir.
b) azir has a kit that when backed up by anywhere near decent scalings/base values is absolutely overpowered in competent hands. giving him any serious buffs risks making him THE dominant midlane champion in the game again.
plus, the amor shred buff isnt as good as it sounds. its honestly really weird and makes cleaver kindof less attractive of an item on him for its passive, even though its the only offensive item that has a decent combination of base stats for him.
Azir is getting small buffs only to tide him over until they can make major kit changes. He has too much in his kit when used by an experienced Azir player. If they buff him too much in the meantime the community will whine and they'll have to take the nerf hammer and break both of his feet again.
As for Garen, he's been underperforming consistently for a while now and it took them 2 pbe patches to be happy with this buff enough to actually push it to live.
