So, I recently just got demoted to Iron 1 and before I was Iron I was Bronze for with a demotion shield and when I was winning games I was getting like from like 12-14 lp per win and when I lose I lose 20 LP and I'm just like what dis not fair so Idk what's wrong riot being a bad company and cant fix their ranked system or idk.
40% winrate over 250 games means that you don't deserve to be the rank you are, therefore you are going to win less lp than you gain. This is called having bad mmr, mmr being "match making rating". Mmr is what determines what rank the game "thinks" you should be. Start winning a lot and you will slowly fix your mmr and gain more lp for wins.

i would suggest you stop playing ranked till they actually fix it for real right now they dont care about their game or anything they are solely focused on tft because both them and the community like it more than the game itself so yeah wait till 2020 when they will do smthg about it to make the game new again :'D
Demoting takes a massive MMR gap. Its honestly rather hard to demote a tier. Demoting is set to be as wide of a gap as promoting to my knowlage.
You should have gotten a warning your near demotion as well unless they removed that feature.
When your MMR is below your Rank you see Slanted Gains to move your rank towards your MMR.
