First, because Luden's Echo applies on any spell damage; every global ult I know of counts as a spell and thus applies it.
Second, for Ashe's ult with Luden's Echo to do 2000 damage she would need 1130 AP and level 16, against a zero magic resist enemy. So no, that is almost completely improbable.
