Twitch ulting nexus
If twitch ults the enemy nexus he does no damage to the nexus but can destroy it if he does not use his ultimate I'm also playing in urf if that changes anything with max attack speed

Apparently this was done because his ult used to damage the Inhibitors or Nexus by attacking the towers. It was a sloppy fix to a game breaking bug and hasn't been changed for years. Riot is very lazy when it comes to certain things, they just refuse to fix some things and it's mind boggling.
You can however hit both nexus turrets at the same time with his ult. Or at least you used to be able to
Not technically a bug since Riot has acknowledged its existence and confirmed that they have no plans to fix it. Something about how his attacks turn into skill shots and skill shots can't hit the nexus (at least not anymore, because it used to). It also would be pretty broken if it could because then you wouldn't be able to defend the nexus from Twitch at all in a last ditch team fight.
Twitch needs some buffs, crucially towards his passive or his E. His W is fine. His Q is fine. His R is fine. But his E deals between no damage to somewhat good damage and his passive also deals from no added damage to a little damage.
The fact that his E deals so little, we could raise his AP or AD a little.
His AP could be raised to 40% since he is a ADC.
Or his AD could be raised to 0.2 of his AD. Getting the full effect of the passive only lets you deal a bonus 1.2.
Or we can give his passive a 0.02 percentage based off his AD rather than a set one. It will start out weak with 1 damage per stack and can reach above 6 if you go with pure AD items.
Why does it make sense that Twitch can still ult all towers, but not the nexus by itself...
